Keynote 1 – A Zipper-Suited Sun God’s Operations Perspective on Maintenance Reliability
with Col William “Elvis” Bailey, Director of Operations – Arnold Engineering and Development Center

Col Bailey’s (call sign Elvis) title is referring to the “affectionate” term “Zipper Suited Sun God” that maintenance crew chiefs refer to the sometimes self-centered, egotistical, flight suit wearing “flyboys”. While “Elvis” certainly has the credentials (along with the call sign) to take on this persona, you’ll quickly see how much appreciation he has for reliability and the folks that drive it. With hours logged in the T-38, F-14, F-15, F-16, F-18, Tornado and other military and experimental aircraft; he relied on maintenance crews to bring him back home safely to his wife and kids each and every time he took off. This is where reliability and proper maintenance has its most critical importance – keeping the good guys alive! Join Elvis as he shares his expectations of Maintenance from an Ops perspective and what Operations should be willing to provide in return. In addition, he’ll share a few of the stories that come with the role of flight testing new high performance aircraft. Don’t miss this talk.
Bio
Colonel William D Bailey is the director of Operations at Arnold Engineering Development Center (AEDC), Arnold Air Force Base, Tennessee. He manages developmental testing at the world’s largest and most advanced complex of flight simulation test facilities in the world valued over $ 11 B in assets.
Colonel Bailey entered the Air Force in January of 1989 as a graduate of the University of Notre Dame and a Distinguished Graduate of AFROTC Detachment 225, Notre Dame, Indiana. He began his career as an avionics engineer and later chief engineer in the Medium Launch Vehicles Systems Program Office at Los Angeles Air Force Base. Following graduation of USAF Test Pilot School, Col Bailey served as a flight test engineer in the 416th Flight Test Squadron at Edwards Air Force Base, CA. His assignments in flight test include flight commander, chief engineer, operations officer and squadron commander. Upon completing Air Command and Staff College, Col Bailey was assigned to the newly created Air Force Rapid Capabilities Office as a division chief.
Col Bailey has logged over 550 hours in the T-38, F-14, F-15, F-16, F-18, Tornado and other military and civilian experimental aircraft. He is married to the former Tana Talbot of Lancaster, CA and has two children: Will and Katie.
Keynote 2: Surviving to Thriving – a DMAX Journey

James Winship has been employed by General Motors for more than 18 years. He has been an Electrical Service Technician for the past 12 years at DMAX-LTD, 8 of which he served as the Maintenance Team Leader charged with ensuring the successful launch and maintainability of Dmax’s Team Concept & Maintenance Reliability Programs. Winship, 43, is President of the IUE-CWA Local 755, which represents workers at DMAX and 14 other local manufacturers. Winship led the local unit as it moved from receivership and an uncertain future in early 2007 to an amalgamation with other local IUE units and a firmer footing today. The local now represents some 1,500 workers at 15 work sites. James is also the Region 7 at large IUE/CWA International Rep and was just recently appointed executive director of the Dayton-Miami Valley AFL-CIO, chairing the regional labor council.
Keynote 3: Perceptions, Reality, and the Challenges facing your Reliability Journey…Navigating the Barriers
with Larry DeBry, Senior Vice President of Asset Reliability, AngloGold Ashanti

Embarking on a reliability journey is difficult. Notions of what Reliability is and how to go about accomplishing it are plentiful and you need to understand the limitations of your audience, the environmental context in which you are attempting to implement it and navigate the minefields that inhibit acceptance and adoption. Larry will attempt to help you prepare to answer the right questions, and ask the right questions to avoid confusion and attain wide acceptance of your reliability program within your company and leadership, but most importantly help you to prepare to get results.
Bio
Larry graduated as a Mechanical Engineer at the university of Utah, in the USA and later completed an MBA at the same institution. He started his career in the Petrochem industry working for Chevron, then went to work for Boeing where he was involved in the design and manufacture of the 737, 757, Chinook Helicopter and AWACS programs. Larry joined the mining industry beginning with Rio Tinto in the base metals group and later held positions within Rio Tinto and BHP Billiton as supervisor, Superintendent, Manager, and Vice President. He has been involved in the strategic development and implementation of Reliability and Operational Excellence programs his entire career. Currently Larry is the Senior Vice President of Asset Reliability for AngloGold Ashanti.
